Zelensky: Giving Up Nuclear Weapons Was a Strategic Mistake.
President Volodymyr Zelenskyy has reaffirmed his position that Ukraine’s 1994 decision to surrender its nuclear arsenal was a major historical mistake and a form of “foul play”.
In discussions in early 2026, he argued that the disarmament occurred without securing legally binding or enforceable security guarantees, claiming the Budapest Memorandum where Ukraine traded the world’s third-largest nuclear arsenal for security assurances has been completely ineffective.
Zelenskyy asserts that NATO membership is the only acceptable alternative to nuclear deterrence for Ukraine’s survival.
